Based on several requests from agencies for guidance, OSP has developed the attached Request for Information Guide. This guide explains the purpose of a Request for Information (RFI), when to use it, and the limitations set by the Louisiana Procurement Code (La. R.S. Title 39, Chapter 17). An RFI is a market research tool that helps agencies gather information on available products, services, and industry capabilities before selecting an appropriate procurement method. Please note that an RFI is not a procurement method and cannot be used to award a contract or to evaluate, score, rank, or select a vendor. Agencies should use an RFI solely to conduct market research and inform procurement planning before initiating a procurement method available under La. R.S. 39:1593 – 1600.2.
